As you have mention that there was some update which got installed, I suggest you to restart the computer once and check if it helps.

If the issue still persist, I suggest you to plug in the hub and run the Hardware and Sound troubleshooter and check.

Method 1: Hardware and Sound troubleshooter.

Follow the steps provided below to run Hardware and Sound troubleshooter.

  1. Press Windows Key + X key, Click on Control Panel.

  2. Type troubleshooting in the search bar, click on troubleshooting.

  3. Click on Hardware and Sound, click on Hardware and Devices.

  4. Follow the steps from the wizard to run the troubleshooter.

Tried both of your suggestions. Neither works. The USB camera wasn't connected and I'm not concerned about it. It's the next one, the Unknown USB Device I'm having problems with. It's actually the Belkin 4 port USB hub, which according to Belkin doesn't need any specific driver. Here is the screen shot of the result:

Thank you for keeping us updated.

Uninstall and reinstall the USB driver for the computer. Follow the steps:

a. Press Windows key + X together and select Device Manager.

b. Locate the Universal Serial Bus Controller and expand the driver icon.

d. Right Click on all the USB driver icon and select Uninstall.

e. Restart the computer. After restarting the computer, USB driver will automatically be installed.

f. Connect one of the USB devices and test the issue.

Did you tried changing the USB end port?

Gone through your description and noticed that the issue has started recently. If an app or update that you recently installed caused problems with your PC, you can restore Windows back to an earlier point in time, called a restore point. System Restore doesn’t change your personal files, but it might remove recently installed apps and drivers.

Note: Windows automatically creates a restore point when you install desktop apps and new Windows updates, if the last restore point is older than 7 days. You can also create a restore point manually at any time.

To restore your PC to an earlier point in time

* Press Windows Key + R to open run command

* Type rstrui and hit Enter key.

* Select Recommended Restore or any other restore point and click Next

* Follow the instructions to restore your PC to earlier.

Tried that a LONG time ago. It didn't work. And going back to restore points won't work either because the problem STARTED when I upgraded from Windows 8.1 to Windows 10. The problem is in Windows 10!

As the issue still persists, I suggest you to try the below methods and check id it helps.

Method 1: Download and install the latest chipset driver from the manufacturer's website and check if it helps.

Method 2: Try connecting the Belkin F5U404-BLK 4 port USB 2.0 Hub to any other computer and check if it works.

This won't work so I didn't even try it. If you will reread my problem statement, you will see that it worked under Windows 8.1 but hasn't worked at all since I upgraded to Windows 10. There are no restore points available where the device worked.
